The most consistent way is to complete the Trail of Ascension, but this requires some setup. By completing all 100 floors, you’re rewarded with one Legendary Scrolls, along with a bunch of other rewards for every level you complete. But it might take months to complete for the first time, because you need to build a strong team that can beat all the bosses. Then you can do it all over again in hard mode for a second scroll. It’s worth doing because you can repeat this every month.
Events are another great way to get your hands on Legendary Scrolls. Many of the smaller events will give you a Legendary Scroll as the main prize for doing a few actions per day. You can expect one or two of the smaller events every month. But there’s also multiple major events that can casually reward you with multiple Legendary Scrolls. This can include events for anniversaries, collaborations, and updates.
Collecting pieces is also a viable way of obtaining a Legendary Scroll. 100 pieces is equivalent to one scrolls, but they’re fairly common. If you log in every day, you can earn up to 14 pieces every month. You can also find pieces in the magic shop or as World Boss rewards every now and then. If you have extra four star monsters, you can also trade them in for up to 45 pieces per month.
It might seem like spending money is the only way to get Legendary Scrolls at first, but it’s fairly easy to get multiple for free every month.
